The consortium, comprising Morrison US and AECOM, beat stiff competition from companies including Carillion, Galliford Try and Balfour Beatty Alliance newcomers beat the competition • Big name contractors lose out as Scottish Water hands business to Black & Veatch, Byzak, Morrison Utility Services and AECOM. Dean Stiles investigates. S cottish Water has chosen two alliances to deliver its £700M SR15 infrastructure work programme for 2015-21 from the six teams shortlisted last year. Caledonia Water Alliance, a partnership of Morrison Utility Services and AECOM, will be the water infrastructure alliance partner, delivering around £360M of investment over the six years. BBV Alliance, a part- nership of Black & Veatch and Byzak (part of Amey), will be Scottish Water's wastewater infrastructure alliance partner, delivering around £340M of investment over the six years. Amey and Black & Veatch, under an alliance agreement, will operate as equal joint ven- ture partners working in collab- oration with Scottish Water from April, providing management, design, stakeholder engagement and construction of sewer infra- structure work in Scotland. Each of the joint venture partners has provided wastewater services on behalf of Scottish Water for more than 20 years. An element of the alli- ances' programme of work will be self-deliv- ered and the remainder delivered through con- tract partners. For its water infrastructure alliance lot, Scottish Water said earlier that it e x p e c t s b e t w e e n 50% and 70% of work to be carried out directly by the alliance partner. The scope of this work will include investiga- tions and interventions on raw water, trunk and distribution mains, including service reservoirs. Scottish Water said a "signifi- cant proportion" of the infra- structure work will involve removing properties from the flood register by addressing flooding that results from over- loaded sewers, and to address unsatisfactory intermittent dis- charges from the sewer network. Morrison US is the only suc- cessful company from the WET News "The leaders" top ten ranking. Although shortlisted in alliances, top-ten ranked com- panies Morgan Sindall and Bal- four Beatty failed to make the final list. Morrison is the only Scottish-based business, while US consultancy Amey which owns Byzak, is the only new- comer to Scottish Water's infra- structure contracts. Steve Canney, director at Black & Veatch and who is chief operating officer for the joint venture, says: "The services this joint venture provides will make a real difference; creating envi- ronmental and health benefits for communities across Scot- land. We have been involved in some of Scottish Water's largest projects and look forward to tak- ing the relationship forward." Geoff Aitkenhead, Scottish Water's director of asset man- agement, said: "This is the first stage of ensuring we have the right partners, with the right skills, to help us deliver the next stage of our con- tinuing investment which is delivering real benefits to our customers while supporting the economy and jobs in Scotland." The alliances are working with Scottish Water to procure Tier 1 suppliers – contractors that will work with the alliances. Scottish Water is also holding sessions in Scotland to identify delivery partners to support the water and wastewater alliances and its operational teams. These rural framework market day ses- sions will help identify contract partners who can be part of a capital maintenance programme estimated to be around £500M over the six years, he says.
